<h2>CITY COUNCIL REGULAR MEETING MINUTES</h2> <h3>February 10, 2026 &mdash; 10:00 AM</h3> <h4>Council Chambers, 100 Main Street, Demo City, CA</h4> <p><strong>CALL TO ORDER:</strong> Council President Esparza called the meeting to order at 10:03 AM.</p> <p><strong>ROLL CALL:</strong> Present: Council Members Esparza, Karbassi, Perea, Arias, Maxwell, Chavez, Bredefeld. All members present.</p> <p><strong>PLEDGE OF ALLEGIANCE:</strong> Led by Council Member Perea.</p> <p><strong>APPROVAL OF MINUTES:</strong> Motion by Karbassi, seconded by Chavez, to approve the previous meeting minutes. Motion carried 7-0.</p> <p><strong>CEREMONIAL:</strong></p> <ul> <li>26-130: Council President Esparza presented a proclamation declaring Heart Health Awareness Month. Representatives from Community Regional Medical Center accepted the proclamation.</li> </ul> <p><strong>PUBLIC COMMENT:</strong> Five members of the public addressed the Council on non-agenda items, including concerns about road conditions on Cedar Avenue, requests for additional park lighting in the Tower District, and support for expanded homeless outreach programs.</p> <p><strong>CONSENT CALENDAR:</strong> Items 26-131 through 26-136 were approved by a single motion. Motion by Arias, seconded by Maxwell. Motion carried 7-0.</p> <p><strong>ACTION ITEMS:</strong></p> <ul> <li>26-137: Introduction of Ordinance Amending FMC Chapter 12 — Short-Term Rental Regulations. Susan Park Demo City Support 26-137 — Introduction of Ordinance Amending Fresno Municipal Code Chapter 12 — Short-Term Rental Regulations

As a homeowner in the Tower District, I strongly support the proposed short-term rental regulations. Unregulated STRs have disrupted our neighborhood with noise, parking issues, and revolving-door strangers. Reasonable regulation that requires permits and safety inspections will help balance the rights of property owners with neighborhood livability.

Michael Torres Demo City Oppose 26-137 — Introduction of Ordinance Amending Fresno Municipal Code Chapter 12 — Short-Term Rental Regulations

I operate two short-term rentals that provide supplemental income for my family and bring tourism dollars to Demo City. The proposed regulations are overly restrictive and will drive hosts underground or out of business. I urge the Council to consider a more balanced approach that protects neighborhoods without eliminating this important economic activity.
