Water System Master Plan Update — 2026-2040 Capital Improvement Program
Review and recommend approval of the updated Water System Master Plan, including $85 million in capital improvements over 15 years for water main replacements, well rehabilitation, and treatment facility upgrades.
Recommended Action:
Recommend City Council adoption of the Water System Master Plan Update.

Wastewater Treatment Plant Expansion — Environmental Review and Preliminary Design
Authorize preliminary design and environmental review for the expansion of the Regional Wastewater Treatment Facility to increase capacity from 80 MGD to 95 MGD.
Recommended Action:
Authorize staff to proceed with environmental review and preliminary design.

FY2026 Water and Sewer Rate Study — Proposed Rate Adjustments
Review the independent rate study findings and proposed water and sewer rate adjustments for FY2026. The study recommends a 4.2% water rate increase and a 3.8% sewer rate increase to maintain system financial sustainability.
Recommended Action:
Recommend City Council approval of proposed rate adjustments effective July 1, 2026.

As a professor of urban planning at Fresno State, I want to commend the city for the Complete Streets policy update. The evidence is clear that multi-modal transportation infrastructure reduces traffic fatalities, improves air quality, and increases property values. I'm happy to share research data with staff if that would be helpful for the implementation phase.
